A term used by Michael W. Apple to denote the loose coalition of conservative Rightist groups who have exerted their hegemony over Western society over the last twenty years. Apple suggests that these groups are not involved in a conspiracy, but form a loose association who come together from diffferent positions on issues such as curriculum design, abortion etc. He sees the membership as being made up of four separate groups: - Neo-Liberals representing the dominant economic and political elites intent on "modernising the economuy towards "free market" principles
- Neo-Conservatives made up of economic conservbatives who bemoan tghe loss of "high" standards brought about by cultural pluralism and who wish to see a return to traditional values, curriculum etc.
- White working class and middle class groupps who see their living standards eroding and who mistrust the State
- A fraction of the new professional middle class who desire to impose management of efficiency and accountability systems for their own professionalo advancement.
