The State presents itself as a dispassionate, neutral referee in the struggle and competition between different cultural groups. But the truth is that the State is an instrument of the dominant culture's domination of others. It is peopled and operated by the dominant culture for their own benefit, while at the same time needing to maintain a cloak of fairness in order to continue with its oppression. This paper, taken from my PhD dissertation, examines the origins of the State, analyses its role in the creation and protection of private property and interests and its necessary subversion of indigenous rights. It uses examples of legislation in Education in Aotearoa-New Zealand to make the point that Education (as an arm State power) has historically been (and still is) used to prevent Maori from achieving their sovereign independence as promised under the Treaty of Waitangi.
